As said, we can only guess what's going on - he might have been in a RTA, or bitten by ?? And you are already only getting guesses. In any case, much as it's good to get a stray off the road, keeping one is illegal and this dog needs to be taken to your local Shelter where he will be examined by a qualified vet. A Shelter is where an owner missing a dog will be checking so you must take him there! Keeping him is theft.
If nobody comes forward to claim him, and if you want to be considered as a new owner, let the Shelter staff know.

You can turn it over to a rescue & they will get it Vetted & try to locate owners. No money out of your pocket if you turn it over to a rescue. Emergency Vets are open 24/7/365 but very expensive. But then it is against the law to not take a sick or injured animal in to see a Vet. You have to see that it is Vetted or turn it over to rescue.
I could be a number of things, like a bite of some sort that gave the dog something like rabies. Take him/her to the vet IMMEDIATELY. You don't want "Cujo" on your hands, eh? It also could just be a tick, and dehydration. (I didn't have the tick, but I DID get dehydrated recently, probably due to the weather.)

the pug sounds dehydrated and probably is. if the pug was wandering around, he or she hasn't had much fluid intake. can you afford a veterinary visit?

Then turn it into a shelter/rescue where it will get the care it needs and the owner may claim it, as it isn't your responsibility or yours to keep.
