Hawaii was a state in 1961 when Obama was born. (e) refers to a US possession, not to the States. (Samoa, Guam, etc.) Obama falls under "(a) a person born in the United States, and subject to the jurisdiction thereof."
BUT -- The US Code comes FROM the Constitution, not the other way around. Under Article I Section 8, Congress has the power to create a Uniform Rule of Naturalization. This section of the US Code is that rule.
The debate is not whether he is a citizen. He is a citizen. People are curious on if he was born in the United States. You can not be president if you are born outside of the United States.
Obama was born in Hawaii which is one of our 50 states. That makes him a natural born citizen. He was born in the United States as was his mother.

Common sense would mean you are born a citizen as opposed to a naturalized citizen.
