If it only covers the outward journey where does the other £21 come into it? Surely if you pay £21 when you book your journey this covers both journeys . Or does it cost £10.50 for each journey so the £21 has already covered it and you do not have to worry about any further costs.

If you have booked return (outbound and inbound) flights then the charge for luggage covers BOTH flights.
I'm not sure where you are flying from & to as the charges for hold luggage that I'm aware of are £23. £28, £29 & £30, all for return flights.
21 pounds each way. Now you are starting to understand why the cheap, scab airlines aren't so cheap.
