That's because we have a highly developed set of mental representations about the world which the vast majority of humans do not.

For instance, they can be stupid enough to go to Church and do silly rituals, yet mindful enough to sort out their pensions and financial affairs.
This weird dichotomy exists in people like DT. DT has lots of business interests but is scientifically at about 7 years old even though he's 10 times that age. How can he succeed in one domain but be utterly useless in other domains?

For instance, London taxi drivers have some of the best locational memories in the world; however, give them a standard memory test and they do worse than normal. This is because their savant like knowledge of London has galvanized areas of the brain that the rest of us use for remembering e.g., 20 random objects.
So, although people like Fireball seem completely stupid, you can bet that there are reasons for their psychological position and also you can bet that there are other areas of life where they excel over the likes of more intellectually capable individuals.
We need that diversity; however, in politics, it might be worth us moving forward to a system that vetts individuals wishing to serve in the senate or house or at state level and for president. They should ideally have measurable IQ's over 120 and be able to show current ability to cope with scientific concepts easily ie., the sort of information that is required to help run the modern world.
