Im having 50 people And am on a Pretty tight favor budget. I am 14 And having à cookie monster party in Early december. I want to make something but It has to go With my thème.

I would make or buy some large chocolate chip cookies and put one or two in a nice package. Maybe a clear plastic bag tied with a blue ribbon or something.
Make loads of different flavor cookies - chocolate chip, vanilla, peanut butter, etc - and have a bunch of five cookies or so wrapped with a pretty ribbon, and hand those out as party favors.
