Generally, 林 (はやし) are often man-made and is less dense with trees than 森 (もり、forest).
A windbreak forest, being man-made, is called 防風林、and not 防風森.
森 has a connotation of being thick, dense, old and dark and sometimes is raised above the surrounding areas. 林 does not share these connotations.

森 has more trees than 林 as indicated in the number of trees 木.
林 is a grove and 森 is a wood.
And 森林 is a jungle.
