The 7,16,2,2, are all subscripts. According to my online h/w, it says I'm not "identifying all the phrases of my answer correctly."

should be
...C7H16(l) + 11 O2(g) --> 7 CO2(g) + 8 H2O(l)
C7H16 is a hydrocarbon, so you have to balance the carbons first, then the hydrogens, etc.
C7H16 11 O2 --> 7 CO2 8 H2O is correct.
Are you maybe writing the state of the hydrocarbon wrong? You first said it was a liquid but then said it was a gas.
Check and see if water (H2O) is in the gas state. It would help us if you specified what online homework you were using.
