Hey guys got like 10 dogs ln my apartment complex. These dogs bark like crazy 30-60 mins daily especialy whenthey are left alone. Its like the neighbors take them out on a date to play on the apartment common area. This is not a dog park. Whats the best most effective anti dig barking ultrasonic device out there? I work two job and i only get about 5 hrs asleep. And thats to those dogs i only get about 2 hrs

Get yourself a large hammer, hold it in your right hand, now you get a good bead on your left big toe, now whack your toe, good and hard now don't fudge this and believe me you will forget all about that barking dogs.

Why aren't you complaining to the landlord? If the landlord doesn't do anything about it then complain to animal control. Most areas have noise ordinances that don't allow noise after a certain time of day. Repetitive barking is often banned at ANY time of day. But if you're in Mexico like your profile name well good luck with that. Probably NO rules!
Any barking devices that you could put in your apartment or just outside would only work for dogs within about 20 feet.
You can wear ear plugs or create some white noise in your bedroom. That's 10 against 1, you have to deal with how you get your sleep. There are sound machines out there just for that.
Training. Period.
I don't know of any area that doesn't have dog rules and laws that include noise ordinances. Most of the ordinance that pertain to dog barking state that it is legally a disturbance if the dog(s) are barking unprovoked for more than 10 minutes. I suggest not being the dick neighbor dog hater as you're probably considering and try alternatives first. Here is what Google came up with:

Me? I wouldn't spend money on anything training other peoples dogs. It's the owners responsibility to control their dog so it's well behaved and doesn't cause disturbances. I've had dogs all my life and I volunteer to train dogs at shelters. I've never once spent any money on any gadgets other than leashes, harnesses, and toys (I do not use any form of choker chains, I do use dog whistles but not the snapping devices I snap my fingers to initiate commands and/or attention instead).
IMO it's a reasonable consideration of you to be willing to find some kind of humane device that might do it but all of the ultrasonic anti-bark devices have a range. Some of the dogs might be out of the devices range so they won't work.
The thing that really sucks is talking to dog owners usually doesn't get us anywhere unless they come to people like me for help with their dogs behavior. Approaching a dog owner with a request, no matter how nicely you approach them, "control your dog" usually ends up in an arguement and the neighbors / owners hate you and think you're a dick.
So if it keeps going on even after the device trial the first thing to do is contact the property manager. If that doesn't resolve the issue in a reasonable amount of time and the dogs are barking beyond local ordinance laws the only options left are the be the cop caller and call either local police (police may not be able to do anything because they might not enforce pet laws), animal control, or the local code officer.
Do try and resolve it silently by yourself first. That is truly the best way. Nobody likes being visited by authorities because a complaint has been filed. If you have to go that route, though, because you've exhausted any other ideas you come up with, you have to do what you have to do. You need your sleep. 2 hours a night (or per day) isn't enough. You do have the right to peace and quiet, by law.

Ear plugs. Also, see if your city has a noise ordinance where there's "quiet hours". If the dogs continually bark during those "quiet hours", you can contact the police and file a noise complaint.
If you want to play fire with fire, you can buy one of those silent dog whistles. Blow it at odd hours of the night to make the dogs bark. If their sleep is disturbed, on a regular basis, they might actually try and fix the issue. Specially since I'm sure then, enough people will complain.

try sleeping with noise cancelling headphones. or get a white noise maker. or just normal ear plugs.
start saving up to move out. look for a place that doesn't allow pets.
