It's definitely still used but mostly by the older generations. For the younger generations it thus has a slightly negative connotation as a aging woman rather than a young one.
I think older Australians and Channel 9 watchers use "sheila" as Ray Martin uses "bloke".
Sheila is an Irish feminine name and as we had a lot of Irish coming here as convicts and otherwise then it is logical that these ideas take hold.
