There's action. There's cause and effect. "Luck" is, when you think about it, pretty much a quasi-mystical belief that somehow odds are being tweaked in your favour - hence lucky pendandt, lucky inderpants, lucky numbers, lucky rituals...
We're part of a chaotic system - cause and effect is the simple base cause, but the contributing components are so varied, numerous and complex as to render any real predictability impossible.
I think we can sometimes create a form of luck. As in..you do something good, it will most likely be returned. You do something bad, you're probably gonna have that returned too.

Luck is just a label we apply when circumstances find us beating the odds...which naturally occurs from time to time.
