If I knew the friend well enough and knew she didn't have ulterior motives for the wife planned such as stepping out with other men on the sly, or that it was an excuse for a secret lesbian tryst.
I usually go on a fishing trip that lasts 7-10 with my buddies and the wife stays home with the children. I afford her the same courtesy in the Winter when she and her one or two close friends want to go some place warm....Guess it all depends on the state of your marriage .
There is nothing wrong with your wife hanging out with her girlfriends. Just like if you have guy friends who you hang out with. As my grandma said absence makes the heart grow fonder. You don't want to hang out with your mate all the time, you both had lives before you were married.
No. It would be hard to tolerate that kind of behavior once in a decade. That is exactly the type of quality time a wife should be spending with her husband. I suppose the wife could justify it if:
1) She goes on weeks-long vacations with her husband 10 or more times per year and
2) These frequent vacations do not impact the household finances at all . (like, she contributes half to all bills AND pays for all the vacation expenses)
But if wifey is not spending a LOT more time on vacation with her husband than with her best friend, then we can conclude two things.
1st, she's not taking her marriage seriously and
2nd, she probably should have married the female best friend

I would not mind at all if the best friend was a human female. If the friend was a mule or goat, I would thoroughly object.
I know that as a wife if my husband wanted to do that I'd welcome the time to myself.
